This development envisions a blend of “affordable” rental homes and shared ownership properties. In the context of the UK, “affordable rent” implies that the cost does not exceed 80 percent of the local market rent average.

The 2.5-hectare site, currently employed for agricultural purposes and not designated for residential use in the area’s development plan, would undergo a transformation if the proposal gets the green light. However, it’s worth noting that there are existing housing developments located directly to the north and east of the site.

Meeting Newborough’s Housing Needs

The design and access statement outlines, “Newborough has a pressing need for affordable housing, with a requirement of at least 65 new homes. The proposition of delivering 100 percent affordable homes serves as a compelling factor, justifying a decision that deviates from the development plan.”

“The village boasts a range of essential public services, including accessible public transport, shops, and a primary school. The proposed site is strategically positioned for housing, providing future residents with immediate access to a broad spectrum of services.”

A housing needs assessment, conducted by CNB Housing Insights in July 2023, underscored an unmet demand for 65 affordable units over a five-year period. This demand encompassed 34 affordable rental properties and 31 affordable houses for ownership.

High Demand on the Housing Register

According to a Freedom of Information request submitted to Peterborough City Council, the housing register had 5,009 individuals registered as of June 7, 2022. Notably, over 1,500 of these registrants expressed a preference for residing in the Eye, Thorney, and Newborough ward.

The proposed plans include the construction of a new access point from St Martin’s Road, accompanied by the widening of the road after its junction with Soke Road to the north. Additionally, a footpath would be incorporated into the project.

Preserving Open Space

Approximately one-quarter of the site would remain undeveloped, serving a dual purpose as public open space and a rainwater storage area. Given that the application pertains to outline planning permission, specific details such as the types of houses and the number of bedrooms are not included at this stage.
