										<content:encoded><![CDATA[<h2>Fresh design plans have been submitted for a controversial Yarm housing estate.</h2>
<p>The estate is set to feature 246 properties, ranging from two-bedroom homes to five-bedroom homes, and will be built on land south of Green Lane, east of the railway line, and west of the A67, North <a href="https://www.ratioseven.co.uk/plans-submitted-for-barnsley-200-new-homes/">Yorkshire</a>. The application, submitted by Duchy Homes, details the home and road designs as well as landscaping plans that will &#8220;add to the environmental quality of the site.&#8221;</p>
<p>The estate has caused widespread controversy over the last few years, with the initial application receiving over 300 comments and dozens of objects. Stockton Council initially refused the application, but an appeal with conditions was approved and allowed the housing developer to go ahead &#8211; despite gridlock and green space fears.</p>
<h2>The new plans show the site is set to include 246 new homes</h2>
<p>The new plans show the site is set to include 28 two-bedroom homes, 57 three-bedroom homes, 113 four-bedroom homes, and 48 five-bedroom homes. The largest of the houses on the plans is the Wavendon, which is 1977 square foot and features five bedrooms upstairs and a family room and kitchen, living room, and snug on the ground floor, alongside a double garage.</p>
<p>Properties will include a mixture of detached, semi-detached, and terraced properties over two stories, with an allocation of units for affordable housing.</p>

<h2>New features of merit that will add to the environmental quality of the site</h2>
<p>The design and access statement outlines the plan for two <a href="https://www.ratioseven.co.uk/what-are-sustainable-drainage-systems-suds/">sustainable drainage systems</a>, which are surrounded by moss grass paths. A statement reads: &#8220;As a driver of design, proposals look to retain existing landform and key landscape features, link, enhance or extend existing tree belts, hedgerows, and other natural elements, and in turn, introduce new features of merit that will add to the environmental quality of the site.&#8221;</p>
<p>In regards to traffic on the site, the statement notes: &#8220;The curvature of the route is designed to lead the inhabitant through development, while also helping to naturally slow traffic speed.&#8221; It continues: &#8220;The key aim of secondary streets within the proposed development is to disperse residential traffic throughout the scheme.&#8221;</p>
<p>Plans also show a footpath connection between the estate to Green Lane, in Yarm, near <a href="https://www.ratioseven.co.uk/air-testing-middlesbrough-nationwide-service/">Middlesbrough</a> &#8211; which the developer says &#8220;provides a more direct route to the surrounding locality.&#8221;</p>
<h3>Stockton Council initially refused the original plans back in 2018</h3>
<p>The original plans, submitted back in 2018, were initially refused by Stockton Council, which argued that the development would have &#8220;a severe adverse impact on resident&#8217;s amenity and the safety and efficiency of traffic on the surrounding highway network.&#8221; The refusal notice added that it would have a &#8220;detrimental impact on the character of Leven Road.&#8221;</p>
<p>Dozens of residents objected to the proposal, with Stockton South MP Matt Vickers saying places like Yarm, Kirklevington, Eaglescliffe, and Hartburn were being treated as &#8220;cash cows&#8221; at the time.</p>
<p>An appeal was lodged last December and heard by The Planning Inspectorate, and after making a site visit on November 15, it was ruled that the development could go ahead for &#8220;approximately 300 dwellings&#8221; on the land.</p>
<p>The main issues noted were road safety, character and appearance. Options put forward by the developer to resolve these concerns included a 180m widening scheme of Leven Road, and 90m and 60m versions.</p>
<h4>Here are the conditions the proposed estate has to follow:</h4>
<ul>
<li>appearance, landscaping and layout must be approved by the local authority before any development takes place.</li>
<li>must take place not later than two years from the date of approval.</li>
<li>shall not exceed 300 dwellings</li>
<li>No development shall take place until full details of the proposed tree protection have been submitted to and approved</li>
<li>Applicant must make a CO2 plan</li>
<li>No construction/building works or deliveries associated with the construction phase of the development shall be carried out except between the hours of 8.00am and 6.00pm on Mondays to Fridays and between 9am and 1pm on Saturdays.</li>
<li>There shall be no construction activity on Sundays or on Bank Holidays.</li>
</ul>
